This is used to rebuild indexes for all system tables but WITHOUT performing the various other maintenance procedures that are run during a full reindex.
Since this utility will complete faster than a full reindex, it can be used in the event that the system needs to be reindexed during regular business hours, so as to minimize any inconvenience to the user community.
